Justin Carter is Underwriting Counsel for Chicago Title Oregon and a licensed Oregon attorney with a deep, full-cycle understanding of real estate. He has spent more than a decade working across the industry, from land surveying and cadastral mapping to title examination, underwriting, and legal counsel ~ bringing a uniquely comprehensive perspective to transactions of all sizes.

Justin holds a JD from the University of Oregon, along with dual Bachelor of Science degrees in History and Geomatics. He is actively involved in shaping the industry statewide, serving as Vice President of the Oregon Land Title Association and contributing to multiple OLTA and OTIRO subcommittees. He is also a member of the Legislative Subcommittee for the Oregon State Bar’s Real Estate and Land Use Section.
